[Evolution] Timezone Mixup with Outlook

I am using Evolution 3.22.6 in Debian 9.

When I reply to a calendar invite with someone with using a Microsoft
Outlook it sends the date back they get UTC time but it misidentifies
it as the local time which is not UTC.
