In theory this should work:

In practice, "Format > Page > Background Image > Template" does not
update the rendering in the HTML mail composer in 3.26.2, but the received email looks and renders correctly.

File a bug report in GNOME Bugzilla if you can reproduce with a
supported version like 3.26 or 3.24 (3.18 is way too old):
