Yes.
Although RHEL 7 has Evo 3.22.6 which isn't too bad and you do benefit
from RH backporting things.
I have evolution 2.24.4 running on my OL7 box. I’ve uploaded the .src.rpm files:

More recent versions may be compilable as well, but I haven’t tried this.
