nice, I second on both of the above (and what Patrick said) in general. 

As the evolution relies on the GNetworkMonitor, then you can try things
even from here:
https://bugzilla.redhat.com/show_bug.cgi?id=1302658#c4
which contains a little test program which uses only it, all out of the
evolution itself.
