That is distribution specific, not an Evolution issue.  Try asking on
your distribution forums.

Again, that's nothing to do with Evolution.  Evolution just asks your
desktop environment for the passwords and it is that that asks for the
unlock password.  Both Gnome Keyring and KDE Wallet can be configured to
unlock on login, but, again, the implementation is distro specific.
(There's usually some tick box in your account configuration that
enables it.)
