It certainly does.  It will build on either 32-bit or 64-bit systems.

I've been using Evolution on x86_64 exclusively for years now.  Works
great.

You will need to install lots of 32-bit dependencies.  I cannot imagine
why you would want to do that.

I know nothing specifically about packaging on Ubuntu.
