It works a little different in 3.6.

The signatures themselves are kept in ~/.config/evolution/signatures.
These are either text/plain or text/html files with static content, or
symbolic links to an executable that generates the signature content.

Also, for every ~/.config/evolution/signatures/$FOO file, there is also
a ~/.config/evolution/sources/$FOO.source which has some metadata about
the signature (primarily the display name you gave it).
