You might try:

        Edit -> Preferences -> Mail Preferences -> General (tab) -> 
        [ ] Apply the save view settings to all folders

For reference, the preview pane state is remembered per-folder
~/.config/evolution/mail/state.ini.  Look for "PreviewVisible".
