The AltGr button needs to be mapped to ISO_Level3_Shift, I believe.
I don't know offhand how to do this, since it's the default setup here.

Hold Ctrl and Shift. Then press (and release) u 2 0 1 4 for example to
get the emdash â

This is a GTK+ thing, so is only likely to work in applications that use
GTK+.
