[Evolution] Reading Evolution attachments on Windows

I am having difficulty with Evolution (or my ISP) sending imbedded pictures within Emails. As a result I did a "send as attachment" in Evolution and it sent my friend the file attachment.dat. Is there a Windoze application (other than Outlook) that can read these files?
