[Evolution] In what order are filters applied, top to bottom, or bottom to top?

In what order are filters applied?
Looking at Edit/Message Filters...

does evo start with the bottom filter and process upwards
or
does evo start with the top filter and process downwards?

I always have assumed bottom to top, but want to verify.
