gtk3 themes use a form of CSS (gtk.css).  gtk2 themes use a completely
different, more archaic file format (gtkrc).  The two are entirely
incompatible.  So no, gtk3 apps cannot use gtk2 themes.

Personally, I'm hoping someone writes a gtk.css spec for ClearLooks.
