It only happens some of the time, and I have no idea what to search for in terms of bug reports, the closest I found is a 2007 bug which is unrelated (and fixed years back). Just to clarify, I know that if we have a small amount of text selected only that text would be quoted. What happens in my case is that it seems like only a 0-length character is selected. I have to manually select the entire mail to quote it. And no, I did not accidentally select a space or something like that.
