Exactly that is what a dock is for; and several docks are available for
GNOME - beyond the normal window-list applet (which I'll admit can get
cumbersome).

+1  Also, isn't there an evo quick-start applet or something?  There was
once upon a time [I have evolution just set to automatically start when
my session begins].

It is definitely frown upon by the GNOME PTBs for just the reasons
described.
