i use 2.28.3 since yesterday and there is a new feature when pasting
something that looks like an URL evolution tries to download and attach
it.
I didn't find a way to deactivate this behavior but I hope there is?
It's not behaviour I see.
What form of URL are you trying to paste? Where are you pasting it
from?
