No, you are keeping a message on the server, but the version that Evo
deals with is the local copy.  For instance, if you "keep messages on
server" and delete the message within Evo, the message is STILL on the
server; similarly if you move the message to another folder, the message
doesn't move on the server (as it does with IMAP) - in fact POP has no
concept of mail locations other than the INBOX. All POP does is to move
mail from the remote server to your local machine.

Because it is still stored locally - it's not on a remote server
anywhere.

Perhaps it's used for other things; perhaps it's just a legacy bit of
code that's still being used.  An Evo developer would have to answer
that.  

My advice would be to ignore it, it's not doing any harm. My advice
would also to be not too bothered about what's happening in .evolution -
let Evo deal with it and don't fiddle with it!
