This would depend on what distribution you are using. Network Manager
is not "integrated" with Evolution, they are separate applications.
Ideally, for Evolution to do all that it should, you should have an
internet connection, but even this isn't required.

There are many applications that can provide an internet connection
for use by Evolution and other apps, Firefox, etc., you've listed two
of them (NM and Wicd) though there are others as well.
