Yes. For a specific folder, right-click on a folder and select
Properties. Tick the box marked "Copy folder content locally for offline
operation".

You can also tick "Automatically synchronize remote mail locally" under
Edit->Preferences-><account>->Receiving Options, which applies to the
whole account.

To go off-line, click on the icon on the lower-left of the Evo window,
or select File->Work Offline.
