Cut-and-paste:

wrapping is activated, there is no facility to return to no line
wrapping. In other words, a one way change!"
Are you composing mail or reading it? Where in the interface do you
activate line wrapping? There is a drop-down box to select paragraph
type, including Normal (which AFAIK is always line-wrapped) and
Preformat, which is whatever you like, usually because it's quoted text.

Both. Activation is line wrapping using CTRL+L.
