[Evolution] svn head unable to select Junk folder as destination for filter

Current svn head does not allow the selection of the Junk folder as a
destination for filter.  Is this the desired behavior? or a bug?

i.e.
 I get incoming main marked with [SPAM] in subject.
 If I attempt to setup a filter to move mail containing [SPAM] in the
subject, the destination folder display will not allow selecting the
Junk folder.
