For starters, make sure your "Exchange Operations" plugin is enabled.
That bugger likes to disable itself from time to time, for reasons I've
yet to figure out.

    Edit -> Plugins
    Checkmark "Exchange Operations"
    Probably need to restart Evolution

It was already enabled, I unchecked it re-checked it restarted and still not working properly. I see new 
messages in the inbox but "Unable to retrieve message Lost connection to Evolution Exchange backend process"
