[Evolution] Forward message by rule?

I'd like to forward certain messages I receive.

In the Evolution 2.6 doc, it says:

"For example, your filters could put copies of one message into multiple
folders, or keep one copy and send one to another person."

How do I do this?  I see no "Forward" option from within the message
rule action options.

I'm using 2.8.1, was this functionality removed?
