[Evolution] Old Webcal Timezone Bug

Back in EDS 1.0.4, Rodrigo submitted a patch that fixed a bug regarding
timezone handling for webcals.  

Old Bad Behavior: I subscribe to a webcal that is defined as being in the
Eastern timezone (I'm in Pacific).  All the items scheduled at 5PM show
on my calendar at 5PM, not 2PM.  If I save that calendar locally and
access it as a local calendar, then the timeshift is applied properly
and the appointment is at 2PM.  This is without changing the file in any
way, just its location.

Now I'm on Evolution 2.4.2 with EDS 1.4.2.1.  I checked the source the
package was built with, and Rodrigo's patch from 1.0.4 is still there,
but the webcal functionality is not processing the timezone values
properly.  Once again, the action is exactly as the "old bad behavior"
above.

Is anyone else seeing this?
