depends on the version. it does with evolution 2.2, but it does not with evo 2.4 here, see http://bugzilla.gnome.org/show_bug.cgi?id=323115 , at least not for me. :-/
after "evolution --force-shutdown", run "ps ax|grep evol" to find out the process id of evolution-data-server, and then kill the process.Because you are probably running other applications using e-d-s (clock applet is the most frequent one), so a new e-d-s process is spawned when the first one is killed.
