If You want to change it for the complete desktop, just choose country and timezone in Your window manager/distribution and it will be correct. At least that's what I've done in my Mandrake system.
What distro are You using?

I would like to change this for my entire desktop, preferably for all
users on my system. The locale command echoes "en_US.UTF-8" for all LC_*
variables. The env command lists no LC_* variables.
Are these variables common environment variables? If so, why aren't they
listed with the others?
