gnome-font-properties has no effect.
It should. Actually "Application font" in 'gnome-font-properties' is the
setting responsible for both mentioned above.

A common reason for issues like this is the gnome-settings-daemon not
running. Without this daemon, adjusting Gnome settings won't have any
effect, IIRC.
Try adding gnome-settings-daemon to your KDE Session.
This has been the solution for most issues with GNOME apps on a KDE
desktop not behaving nicely -- I'm not a KDE user, though... ;)
That was the problem. gnome-font-properties didn't seem to work because
gnome-settings-daemon wasn't running. I created a soft link to
gnome-settings-daemon in ~/.kde/Autostart and things seem to work fine
now.
