It looks like has some choke point.

Yeah, and it's likely called "subscription required". ;-)

Every now and then posts by non-subscribers are approved and the queue
gets flushed, but that needs to be done manually. There are quite a few
mails from mid December making its way to the list recently...

Would it be better to configure * lists ximian com so that it
does not allow non-subscribers to post?

no, because then we get flooded with spam.

Why would *not* allowing non-subscribers to post get the lists
flooded with spam?

sorry, misread. this is already how we have it configured.

I guess I should have been a bit more explicit: bounce the message
back, saying, "you must be subscribed to post".

changed by state authorities. This is incredible, people lived,
had homes, country houses, garages, motorcyles, cars, money,
friends and relatives, people had their life, each in own niche
and then in a matter of hours this world fall in pieces and
everything goes to dogs and after few hours trip with some army
vehicle one stands under some shower, washing away radiation and
then step in a new life, naked with no home, no friends, no
money, no past and with very doubtful future."
