Found the problem... in evolution-2.3.1/evolution-shell.pc.in, the
reference to gal-2.4 should be gal- GAL_PACKAGE@.  In other words change
line 21 from:

Requires: libgnome-2.0 libgnomeui-2.0 libbonoboui-2.0 >= @BONOBOUI_REQUIRED@ gal-2.4 >= @GAL_REQUIRED@

to

Requires: libgnome-2.0 libgnomeui-2.0 libbonoboui-2.0 >= @BONOBOUI_REQUIRED@ gal- GAL_PACKAGE@ >= 
@GAL_REQUIRED@

Now evolution-exchange builds without a hitch.

# pkg-config --modversion evolution-shell-2.4
Package 'evolution-shell' requires 'gal-2.4 >= 2.5.1' but version of GAL is 2.4.2

For gal, I get:

# pkg-config --modversion gal
0.24
# pkg-config --modversion gal-2.4
2.4.2
# pkg-config --modversion gal-2.6
2.5.1

Note that gal-2.5.1, gtkhtml-3.7.0, evolution-2.3.1, and
evolution-data-server-1.3.1 built just fine.  What's going on?
