        $ gnome-default-applications-properties

Will bring up what you're looking for - Or access via the GNOME menu:

        Applications -> Desktop Preferences -> Advanced -> Preferred
        Applications
        
I can't tell you how KDE influences with this, but the above *will* set
the appropriate gconf settings, which is where Evolution is taking its
setting from regardless.
