Ok, probably some things a bit more helpful ...

Is this SSL?  In which case it might be libnss doing nasty/slow timeout
things.

The cancel/stop button *should* work instantly, but it may not.

The packet loss may be causing the tcp connection to fail (which, well,
it shouldn't), and the code doesn't handle dropped connections very
well.

If you run evolution in gdb, you can ctrl-c it when its 'hung', and find
out exactly where it's getting stuck.  There may already be  abug report
in bugzilla.ximian.com about it.

like as frequently as with the dsl link.
