[Evolution] Building evolution-1.2.4 : a strange errors

Hello,
I had tried to build evolution-1.2.4 (on RH9).

Runing
./configure --with-db3=/usr/local/BerkeleyDB.3.1

shows the follwoing message:

such file or directory
*** Your version of pkg-config is too old. You need version 0.9.0 or newer.

configure: error: Library requirements (gtkhtml-1.1 >= 1.1.7) not met; 
consider adjusting the PKG_CONFIG_PATH environment variable if your 
libraries are in a nonstandard prefix so pkg-config can find them.

what is strange here are 2 things:

1) it says "Your version of pkg-config is too old. You need version 0.9.0 or 
newer"
but I have pkg-config 0.15 (and I had made suer with 'which pkg-config' that
I am using it.

2) regarding gtkhtml-1:
running:
rpm -q gtkhtml
gtkhtml-1.1.9-0.9.1

rpm -q gtkhtml-devel
gtkhtml-devel-1.1.9-0.9.1

according to the README of evolution-1.2.4 you need:
"gtkhtml - 1.1.5 or later".

from where are these errors?
