I'm just an initiated end-user myself, but here's the directory where
all the UI XML files are stored:
/usr/share/evolution/1.4/ui/

The file in question is evolution-mail-message.xml

You can either try to figure it out and edit it manually (the syntax is
fairly simple) or just replace it with guenther's version which is
attached to the bug report (URL is below).  Either way you need to be
logged in as root, and either way you should probably make a copy of the
original one just in case.

I wish I'd thought of that (submitting a patch).  Funny that just 10
minutes ago, for the first time since I upgraded to Gnome2/Evo 1.4x a
couple of months ago, I finalled edited my UI XML file again, and
coincidentally chose Ctrl-L for Reply-to-List (in 1.2x I'd always used
Ctrl-Shift-R).

We need a KB-shortcut for Reply to list :)

I already add this shortcut to my local installations. Just created a
patch and attached it to the bug:
