[Evolution] attachments and evolution-launch-composer/mailto

I am trying to create a script that will launch an evolution composer
window with an attachment.  So far I have been unsuccessful.

I can't find the right options to the 'mailto' protocol to make it work
correctly.  Eg something along the lines of:

evolution mailto:?attachment="/home/username/file.jpg";

An email from NotZed suggests that evolution can do this type of thing
via mailto, but didn't say how:

Not able to get it to work, I started using evolution-launch-composer. 
I was able to get it to attach text files, but images were broken.  In
fact, looking at the email source, everything looked fine, except that
the image was this:

obviously it didn't get encoded right.  This is what I tried:
evolution-launch-composer -t image/jpeg -a file.jpg

Sending the same image by clicking 'attach' from within the composer
window works fine.

Am I doing something wrong?  Is this a bug?  How do I get mailto to work
right?
