I found a solution.  I'm posting it in case anyone else has the same issue and so the solution gets into the archives.

Solution: unsubscribe from the IMAP Trash folder then re-subscribe.  It now works like a normal IMAP Trash folder and I can delete all my filtered out SPAM.  The icon for the IMAP Trash folder changed from the trash-can icon to a regular e-mail folder icon, suggesting the fix was successful.
