Its not requirred for pop or local delivery, they are by default always
filtered.

As i said, a few weeks ago, somewhere, the mechanism used isn't very
reliable, and we need to change it some time ... :-/

I couldn't get my new mail notification to work until setting this
regardless of whether or not I had filters set.  It seems that the new
mail notification sound is itself a 'default' filter ... that obviously
won't get played unless this box is selected.

In Evolution 1.2.2, that option doesn't exist for POP mail accounts. It
does exist for spool accounts, but I don't have any IMAP accounts so I
don't know if it exists for those.
