I'm quite positive I saw it when I first started messing around with
1.3, which was around Jan. 29 or 30.  The ~/evolution/config.xmldb has
only these lines in it (started with a fresh directory):

It my calculations are correct, that would be Jan. 31, 2003 at 06:32:53
GMT as the last time the code executed......... so I guess it's more
than the "last several days".  I finally switched to using 1.3 100% of
the time around a week ago, so I noticed the lack of reminders.

NOTE: I know that value in the config.xmldb is from Evo 1.3, since while
I was switching between 1.2.2.99 and 1.3.0.99 I always swapped in/out
the ~/evolution directory so there was no cross-corruption.
