This is a known bug in Evolution 1.4.4 (and 1.4.5) for new users where
charset isn't stored correctly in Evolution configuration. It has been
fixed in CVS and we (Mandrakesoft) are waiting for 1.4.6 to do an
official update for Mdk 9.2.

In the mean time, you can fix the problem by specifying the correct
encoding in "Tools/Preferences/Mailer/Charset" and
"Tools/Preferences/Composer/Charset".
