I noticed that this is the same problem as I had.
You have to set locale variable LC_CTYPE to some eight bit character
langauge. I had it set to C first and then I can't insert text files
with the highest bit set.
Although there is a setting Edit->Character\ Encoding it seems as
evolution is not utilizing this (I'm running 1.4.5). Originally I
thought that the setting
Tools->Settings->Mail\ Preferences->Character\ set
was used, but this setting seems not have any effect on inserted
text.
So if you do something like:
LC_CTYPE=en_GB; evolution
then it works.

This should work, anyway, but how about adding some easy way to quote a
raw message?
