If you have all your mail in a special directory in your home (like me),

Tools / Settings / Mail Accounts / <account> Edit / Receiving Options

- enable 'override server-supplied folder namespace'
- set Namespace to the folder containing your mail

Thanks for your reply, Guenther. I had previously tried moving my
folders to a subdirectory on the server and setting the namespace, but
evolution kept showing the folders as children of mail in the folder
view, which annoyed me. My INBOX was in the root but my folders where
showing up as children of the namespace folder.

Still, I was able to fix the problem just now by deleting and recreating
the account. The subscription tool even works now! I'm not sure what
the problem was; perhaps the configuration of that account was fubared
internally in evolution. I've been using that configuration since I
first began using evolution, which was in the pre-1.0 days.
