I know evolution has at least one possible commandline option (mailto).
Are there other command line options?

To get an overview of the command-line options of Evo, see
'man evolution' and issue the command 'evolution --help' for more, as
mentioned in the man page.

At an additional note, Not Zed recently posted a line, to pass
attachment files along Evo:
evolution mailto:foo bar?attach=/path/to/attach&subject=subject&attach=attachment2


And, is tehre an option to simply bring the main window to the front,
without starting a new copy of Evo, if it's already running?

As I told you 23 hours ago, that depends on your Window Manager. Even
more, the WM is responsible for displaying, mini/maximizing and moving
around of windows. There is nothing, any program could do about that,
without using WM functions, AFAIK.
