It's just a text file.
Copy and paste the URL into your browser's "open URL" dialog or address
bar, changing the "webcal:" to "http:" and then save the file.
Or, from the shell prompt, type:
wget http://ical.mac.com/ical/UK32Holidays.ics
This will save the .ics file in your current directory, from which you
can then import it into Evolution.
I just tried it for US holidays and it appeared to be imported and work
with no problem at all.
