The completion code doesn't differentiate between these cases, since it
used to start completions after the first keypress.  It all ends up
going through the same function (e_select_nems_completion_start_query in
addressbook/gui/component/select-names/e-select-names-completion.c) 
This is the code that checks the length of the string we're supposed to
use, and returns immediately if the length is < 3.

There's probably a way to work out a scheme like you mention, but it'll
require changes in a couple of different places (both addressbook and
gal) and probably won't happen before > 1.4.
