I can reproduce this with HTML mail that contains a link to an external
image.  As a workaround, the file is cached in a subdirectory of
~/evolution/cache/http so you should be able to just copy it from there
if you like.  The bug has already been submitted as
http://bugzilla.ximian.com/show_bug.cgi?id=34078  (I should probably add
the workaround to the bug report).

Images that are embedded in the mail work fine.
