The filters.xml and X-Evolution-Source seem to match.  The filters.xml looks like:

<uri>pop://testuser mailhub globes com/</uri>

While the X-Evolution-Source is:

X-Evolution-Source: pop://testuser mailhub globes com/  

I deleted the filter and created a new one, but the filter still does not work.  Any other ideas?

Do they match?

If not, I think you might need to re-generate the filter rules by
re-selecting the appropriate account. I had to update the filter rule
code to properly encode the URLs.
