I get this too from some senders. All of them seem to run Outlook
Express - but others with that mailer do not send this kind of
'encoding'. Does anyone know what setting to change in that mailer so I
can tell them?

Yes, I can confirm this problem, for example:

=?iso-8859-1?Q?Kreativ_oder_nicht_kreativ=3F_=28was:_Bei_Textk=FCrzungen_?=- 
--=?iso-8859-1?Q?7_oder_16_%___MwSt.=3F=29?=

Probably incomplete implementation of encodings, I don't think there's a
workaround.
