hows about using lpq, or some such small applet to poll the network for
info? This would list the printers available on the network. Also you
should be able to specify a network print server to poll.

Not really.  Its more of a Unix issue.  Unix provides little in the way
of services of specifying printers and printer options.  Most other unix
applications, such as mozilla/netscape work in a similar fashion, as any
unix could be using any command to print using any syntax to specify the
printer.

What about parsing the printer names from /etc/printcap?

Uhh, I just re-read what you wrote about varying commands and syntax. I
think 'lp' would work on just about every *nix. On Linux, lp is a symlink
to lpr. But the varying syntax for specifying printers is a showstopper.
