[Evolution] "Default character Encoding" doesn't effect message header

Hi.
I chose iso-2022-jp character code for "Default character Encoding",
however, message header is encoded into UTF-8.
Subject: =?UTF-8?Q?=E6=97=A5=E6=9C=AC=E8=AA=9E=E3=81=AE=E3=82=B5=E3=83=96?=
=?UTF-8?Q?=E3=82=B8=E3=82=A7=E3=82=AF?= =?UTF-8?Q?=E3=83=88?=
The message body itself is encoded into iso-2022-jp.
Is UTF-8 used as a last-resort when Evolution couldn't detect
the characters in message header ?
Are there any configurable options to choose the character code
for encoding message headers.
