[Evolution] RFE: apply single filter

As it turns out, my latest filter problem was again the Any vs. All
criteria choice. I had "All" selected when I needed "Any".

Now I may have some messages mis-filed, and I'd like to run the
corrected filter against the folder which likely has the mis-filed
messages. Alas, I can only choose to run the whole filter set, not just
the one of interest. I'd like to see a message list context menu item
for "Apply one filter" that provides a filter selection dialog.
