if anything is doing caching, it would be your libc.
Evolution certainly isn't doing any caching of DNS queries, that is all
handled by libc/the system/whatever.
The fact that Mozilla and other network applications *all* have the same
problems should suggest that this problem has nothing to do with GNOME
in general.
we've looked into the problem, but it seems like a libc/system issue -
ie, nothing we can do about it.
