[Evolution] Filters not working on IMAP folders

Running the latest build (99.2) and still cannot get the filter feature
to work 

I am trying to add a filter to move all mail with Subject XXX from INBOX
to folder XXX. It does not work on opening inbox, nor when clicking
Action>Apply Filters. 

It only seems to work when I click on a message intended for a filter,
then choose Apply Filter one message at a time.

Is this really the way this is supposed to work? If so, then filters are
not much more automatic then me moving each "filtered" message to a
different folder, or is something wrong?? 

Running RH 7.1
